The purposes of the Mary Weems Barton Quincy Public Library Foundation shall be such charitable and educational purposes for the sole benefit of the Quincy Public Library... The annual income of the corporation shall be used for the sole purpose of purchasing, leasing or otherwise acquiring materials, capital equipment or making capital improvements to enhance the collection and programs at the Quincy Public Library and for paying those other expenses permitted hereinbelow, and shall not be used to reimburse or subsidize the usual and customary operating expenses of the Quincy Public Library.
