Mission Statement
To provide financial support, education, and direct resources to reduce euthanasia rates, increase successful pet adoptions, and improve community health through compassionate care for animals and the families who love them. III. Statement of Need Franklin County is one of the most economically challenged regions in Illinois. With high poverty rates, limited public health infrastructure, and scarce veterinary access, many families struggle to afford basic pet care. The county-operated animal control facility is not a rescue and lacks adoption, outreach, or community support programs. This lack of support leads to: • Overcrowded shelter conditions • Preventable euthanasia of healthy animals • Surrender of pets due to financial hardship • Untreated medical conditions in family pets • Missed educational opportunities to teach youth empathy and responsibility We believe animal welfare is community welfare, and access to humane care should not be dictated by income or location.
