Mission Statement
OPCS is a Tucson-based nonprofit organization serving Pima County since 1996. Our mission is to end homelessness in Pima County. We do this by provide housing, counseling, and support services for people experiencing homelessness in our community. We follow an evidence-based Housing First approach, which centers on giving people immediate access to stable and secure housing, and then providing wrap-around services. By providing housing stability first, individuals can begin working on underlying issues around mental health, addiction, medical care, income, and education to help them integrate back into our community. We serve close to 2000 people per year including youth, families, veterans, individuals struggling with mental illness and addictions, and those returning to our community post-incarceration. We operate 10 transitional housing and shelter facilities and oversee 600+ scattered-site housing units as part of our Permanent Supportive Housing Program. OPCS has been a proponent of innovative approaches to address homelessness in our community, one of these being Housing First. The City of Tucson and Pima County have adopted this approach and partnered with OPCS to implement projects that highlight the effectiveness of this model.
